Custom Permit Printing, Finishing & Fulfillment

Rydin does more than print permits. We prepare them. Whether you manage a college campus with thousands of vehicles, a municipal parking program, or a state disability placard operation, Rydin builds your order to be distribution-ready the moment it arrives at your facility — and can even distribute it directly to your permit holders for you.

From what goes on the permit (data and variable content), how the permit is packaged and prepared for distribution (finishing), and how it gets into the hands of your users (fulfillment) can be handled the way you require. Every option is available on most Rydin products and is specified when you place your order.

Data & Variable Content

Track every permit. Scan every transaction. Put the right information in the right hands.

The printed information on your permit is a tool — for enforcement, for administration, and for the people using it. Rydin supports a full range of variable data options, available individually or in combination.

Sequential Numbering

Sequential numbering is available as a no charge option on virtually every Rydin product. Numbers can be formatted to your program specifications — size, font, starting sequence, and prefix/suffix characters. Sequential numbering supports permit tracking, issuance audits, enforcement verification, and accountability across high-volume programs.

Barcoding

Barcodes can be added to most decals and hang tags. Barcodes can be matched to the sequential number on the permit for a single scannable identifier. For programs using permit management software or access control systems, Rydin utilizes “3 of 9” (often called Code 39) and “128” alphanumeric barcode formats.

Custom Variable Data

Beyond sequential numbers, Rydin can print personalized variable data on each permit — names, vehicle plate numbers, zone assignments, expiration dates, or any field from your data file. Variable data printing is available for programs that issue permits tied to specific individuals or vehicles rather than issuing a general numbered inventory.

Liner Instructions

The removable liner on a decal carries your application instructions, directional language, or reminders — so the person applying the permit does it correctly the first time, without a separate instruction sheet. Reduces misapplication calls and damaged permits.

Instructions on Hang Tag Permit – Backprint

The reverse side a hang tag is the perfect place for important information. Add instructions, program contact numbers, permit terms, zone rules, or renewal instructions or even sponsorship information and advertisements. It’s a great way to impart information – every time the user views the permit.

Security Features

Prevent counterfeiting and unauthorized duplication before they become enforcement problems.

Rydin offers a full range of material-level and print-level security features: void patterns, holographic overlaminates, tamper-evident materials, UV-reactive inks, and other anti-counterfeiting measures. Look to our security page for full details.

Materials

The right substrate for your environment, your enforcement workflow, and your program’s lifespan.

Material selection determines how long a permit holds up, whether it can be transferred between vehicles, how it adheres, and what security features it can carry. Rydin stocks and sources a wide range of substrates: standard vinyl, destructible materials, reflective options, synthetic paper, and specialty films. Review our material options page – or refer to our detailed decal and hang tag materials blog available on our main blog page.

Finishing: Distribution & Packaging

Finishing services prepare your order for the way it actually gets used — reducing staff handling time, protecting permits in transit, and ensuring the person at your counter or window can issue them without sorting, bagging, or organizing anything first.  Rydin uniquely offers a full complement of post-production finishing processes that allow you to inventory and distribute your permits quickly and easily. Many finishing services can be combined to prepare your permits for your preferred method of inventory, tracking and distribution.

Polybagging

Each decal is individually inserted into a clear polybag and delivered boxed in roll form in sequential order. Permits pull from the box one at a time and separate cleanly. Polybagging protects permits from surface damage during transit, staging, and eliminates the need for staff to handle loose inventory at point of distribution. Multiple items can also be inserted into one polybag.  Ensuring if an end user is supposed to receive multiple items that they did and they were prepackaged.  Polybagging is a very common finishing request for high-volume programs.

Glassine Bags

Each permit is placed in a separate open-ended transparent bag — not on a continuous roll. Glassine bags are appropriate when permits need individual protection without the bulk of a sealed polybag, and for counter or window distribution where items are handed directly to recipients.  Like Polybags, Glassine bags can also have multiple items inserted into one bag if required.

Piggyback Labeling with and without Barcoding

An identifying label is applied to the exterior of each polybag, displaying the same sequential number as the permit inside, with an optional corresponding barcode. Piggyback labels can be removed and transferred to documents to track permit distribution. Staff can scan the bag at point-of-distribution without opening it — enabling fast reconciliation and real-time issuance tracking for programs that need to log which permit number was assigned to which vehicle or individual.

Shrink-Wrapping

Available for most products. Permits are bundled into specified pack sizes and shrink-wrapped for shipping, storage, staging, and distribution. Useful for programs that pre-stage permit inventory across multiple distribution locations — residence halls, parking offices, satellite facilities — before issuance season. Products can be shrink wrapped in your preferred quantity.

Permit Books

Permits assembled into adhesive-bound or stapled books, configured to your specifications. Well suited for counter or window distribution points where staff issue permits one at a time from a bound set, or for enforcement and citations workflows.

Custom Packaging

Custom packaging configurations are available for programs with requirements not covered by standard finishing options — unusual quantities per bundle, multi-component kits (permit + instruction card + hang tag), or specific staging formats.  Custom sized boxes for shipping can be ordered.  Permits can be put in boxes to a specified quantity, labeled, put inside another box, and the contents of those boxes labeled on the outside of the larger box. Contact a Rydin sales representative to discuss your needs.  The options are only limited by your request.

Finishing: Application & Mounting

Adhesive Strips

Temporary permits, visitor passes, and even enforcement citations can be affixed to a vehicle’s window with our adhesive strips. Typically used on permits produced on paper, a permanent two-sided adhesive is applied on the face with a removable liner strip. Ease of installation – and the need for eventual removal make adhesive strips a smart choice for certain types of messages/permits.

Glue Dots

Attach your permits to another surface with non-marking glue dots for temporary placement that removes cleanly without leaving residue. Often used when distributing permits alongside a letter or instruction document. Users simply remove the permit from the carrying document cleanly and it’s ready for use.

Elastic String Loops

Elastic string loops in various lengths, Prepared and ready for use – no extra steps. When elastic string loops are selected, they are attached to individual permits, event credentials, visitor hang tags, and product identification tags prior to packaging and shipping.

Hole Punching

Round holes punched to spec for suction cups, elastic loops, or pins. Hole size and placement specified at order time

Finishing: Binding & Assembly

Collated, bound, and ready to issue or file.

Padding

Flexible adhesive applied along one edge of a collated stack to create pads of easy to separate permits. Chipboard backer included on most padded products. Standard for inspection forms, violation notices, and multi-use permit sets.

Stapling

Used where simple, permanent binding is sufficient. Commonly used for NCR booklets, stapling is an effective way to make sure permits are distributed in an organized manner.

Finishing: Instructions & Special Messaging

Permits and their packaging can carry custom messaging — application instructions, program rules, emergency contact numbers, renewal reminders, QR codes linking to online portals, or event/program-specific alerts. Configured per order.

Liner Instructions:

Removable liner carries application instructions or directional messaging. The recipient removes the liner to apply the permit and keeps the instructions through the process — no separate handout required.

Scannable Codes

QR codes linking to permit portals, renewal pages, or program information, such as instructions or parking maps etc) can be added to liners, or permit backs.

Ads & Program Alerts

Renewal reminders, policy changes, or program-specific messaging printed directly on the back of your permits, or decal liner — useful for communicating with permit holders at the moment of issuance.

Frequently Asked Questions

How do colleges typically manage parking permit inventory and distribution?

Most campus parking operations receive printed permit inventory at the start of each permit cycle and distribute from a central office or multiple satellite points. The administrative burden — sorting inventory, staffing pickup windows, reconciling issued permit numbers — is the most common pain point. Rydin’s Polybagging and sequential packaging options allow permits to arrive in issue-ready order, reducing staff handling. For campuses that want to eliminate pickup entirely, Rydin’s Permit Distribution Service mails permits directly to students or employees.

Polybagging means each permit is individually sealed in a clear plastic bag before shipping. For permit programs, Rydin polybagged permits are delivered in roll form in sequential number order — so staff pull and issue permits one at a time without sorting or handling loose inventory. The bag protects the permit surface during transit and staging and can carry an external label with the permit number and barcode for scanning at point of issue without opening the bag.

Yes, through two paths. Rydin’s finishing services prepare permits for distribution from your facility — polybagged, labeled, and in order. Rydin’s Permit Distribution Service goes further: Rydin prints, packages, addresses, and mails each permit directly to the recipient on your behalf, with a database delivered back to you confirming which permit number was sent to whom. See Permit Distribution for details on the full mailing service.

Yes. Rydin serves municipal parking programs, residential permit zones, beach and park access programs, and other local government credentialing needs. Municipal orders can include any combination of sequential numbering, barcoding, security features, and finishing options. Volume pricing and program-specific configurations are available — contact a Rydin sales representative for a quote.

For most campus programs, Polybagging with piggyback labeling and barcoding is the most operationally valuable combination: permits arrive in sequential order, individually protected, with scannable labels on the outside so staff can log issuance without opening each bag. Shrink-wrapping into departmental bundle packs is useful for campuses distributing to multiple locations (residence halls, commuter office, faculty lot). For permit books or citation pads, padding with chipboard backer is standard.

Yes. Rydin supports variable data printing — each permit in the run can carry a unique combination of fields from your data file: name, license plate, zone assignment, expiration date, and more. This is distinct from sequential numbering (which assigns a unique number to each permit in order). Variable data printing is typically used for programs that pre-assign permits to specific individuals before distribution rather than issuing from a general inventory.

Rydin offers several layers: material-level features (destructible vinyl that voids if removed, tamper-evident substrates), print-level features (void patterns, UV-reactive inks, holographic overlaminates), and program-level features (unique sequential numbering that makes duplication traceable). The right combination depends on your enforcement capacity and program risk profile. Review the various security options that can help provide peace of mind to your program.

Rydin offers samples on most products. Use the Request a Sample link or contact your sales representative.

Turnaround varies by product, quantity, and finishing configuration. Rydin’s typical custom product production time is 3 to 5 business days for online orders.  Adding finishing or certain security features may extend production time and require you to take your order offline and work with a member of the sales team.

Most finishing options are available as add-ons at the time of quoting. Specific pricing depends on product type, quantity, and the combination of finishing services selected. Contact Rydin for a quote that includes your full finishing specification.
